Gambling Revenue in Connecticut on the Rise
Gambling in Connecticut now
generates the third largest source of state revenue, outpacing corporate
income tax revenue. Money raised from legalized gambling totals $595
million. Revenue from the corporate income tax, which has declined as a
portion of corporate income, is $580 million. Most of the gambling revenue
is from two sources: $253.7 million from the state lottery and $335
million from Mohegan Sun and Foxwoods. The tribes give the state 25
percent of slot machine revenue. Part of the reason corporate income
revenue has declined is because the rate has been reduced from 11.5
percent of income in 1995 to 7.5 percent last year. In addition, gambling
revenue could increase significantly this fall when Mohegan Sun doubles
the number of its slot machines, from 3,000 to 6,000, as part of a $960
million expansion.

Australia: “Casino operators have given the tick of approval to tough
new rules for on-line gaming in a last-ditch bid to convince the
government a total ban on the industry is unnecessary. State gaming
regulators co-operated with the Northern Territory to draft a uniform set
of interactive gambling rules, which have been circulated to other state
governments for comment.
The government's 12-month freeze on new Internet gaming operations, that
forced four Australian companies to abandon their on-line services, is due
to expire on May 19. The new rules would make sure Internet operators: Are
subject to the same licensing conditions as other gaming companies; Use
software that can be easily audited, logs transactions, is secure and
passes an independent test; Ask clients' permission before passing on
personal information; Check proof of ID before allowing a player to
register; Ban children and credit betting; Allow gamblers to ban
themselves for at least seven days and enforce a permanent ban across all
states after three self-exclusions

Impose Riverboat Cap
Proposed legislation in Missouri, SB546, would cap the number of
riverboat gaming licenses at 15 and impose other significant
changes in gaming regulation. Missouri has already issued 12
licenses. If licenses are granted to the three other proposals now
being investigated, the number would reach the limit specified by
the bill. "I don't think we need any more boats in this
state," says the bill's main sponsor, Senate Majority Leader
Bill Kenney. "I don't think gaming does anything for the
state of Missouri. I don't think it's an overall plus. There are

Kong has announced that soccer gambling will almost certainly be legalized which
is quite a profound step in these parts and also makes explicit a paradox in the
Hong Kong government's approach to betting. On the one hand draconian

description, because it is undermining 'law and order' and also the position of

British bookmakers are
celebrating Chancellor Gordon Brown's budget announcement today,
which includes plans for scrapping betting duty. Punters currently
pay a 6.75 tax on each bet placed with a British betting
establishment, a policy that has induced many bookmakers to head
offshore where they can offer punters tax-free betting. Today's
announced policy change, however, will replace betting duty with a
15 percent company tax on bookmakers' gross profits. The Treasury
expects the policy to be in place by January 2002.

Online Gambling Bill Introduced in
Nevada
A bill that would legalize
online gambling in Nevada was introduced yesterday in the State Assembly. AB
296, introduced by Assemblywoman Merle Berman, would authorize the Nevada
Gaming Commission to set up regulations and grant Internet gambling licenses
to resort hotels already holding unrestricted state gaming licenses. Revenue
from interactive gaming would be taxed just as gross revenue received from
other games. Although the law would require players to be of legal age and
from jurisdictions where Internet gambling is legal, it would not require that
Internet players be from Nevada.

During the last week of
February, a U.S. federal judge ordered a Costa Rican Internet sports book to
surrender control of the domain names RioSports.com and BetRio.com. Rio
International Interlink was ordered to hand over the domains to Rio Properties
Inc., a subsidiary of Harrah's Entertainment Inc. In an attempt to curb the
practice of registering sound-alike domains, the U.S Congress has passed
legislation. The Domain Name Piracy Prevention Act of 1999 prohibits "the
bad-faith registration, trafficking or use of Internet domain names that are
identical to, confusingly similar to, or dilative of distinctive trademarks or
service marks."

Casino Sports Assists
in arresting Individual for Credit Card Fraud!
The Baltimore Police Department
arrested a man who hacked into the database of a Maryland Based Internet
company. It took one week to
apprehend the said individual, but this was with the assistance of the Casino Sports
Credit Card Fraud Department Supervisor.
The
individual opened accounts at a given sportsbook with legitimate names and
accurate personal information. When
the investigators realized that the offshore industry was being defrauded,
they notified Casino Sports and asked for specific information relating to the
location, IP address and time of access to the accounts.
He was traced to a public library and after extensive research and
surveillance; the said individual is in custody and will be prosecuted to the
fullest extent. A number of
offshore sportsbooks were hit by this activity.

A plan to split the
Missouri Gaming Commission into two agencies has been introduced in
the Missouri Senate. The measure would also create the crime of
