ODDS ADVERTISING HAD LITTLE EFFECT ON INDUSTRY: For 22 years, Atlantic City casinos were pleased with a law that prohibited them from advertising odds and slot-machine payouts. In fact, in 1993 they successfully quashed a proposed repeal of that law, fearing an odds war that would crimp profits. Last year, however, the Division of Gaming Enforcement notified the city's dozen casinos that it would no longer enforce the advertising ban, saying that in the wake of a Supreme Court ruling it would likely be found unconstitutional on free-speech grounds.
